I recommend award of the Consultant contract with
Mangco, Inc. for $244,000.00, effective May 17, 2007 through
June 30, 2008 and authorize the Superintendent and Board Chairman
to sign all needed documents. |

Minutes: The following deliverables will be provided in
FY2008: 1. Implement teacher-based security for teacher rollout
(allowing every teacher access to Educational Data Warehouse).
Work with EDW Team and IT in automating security access for all
teachers. Assist in design and development of infrastructure
required to support teacher-based security. Design will involve
working with DBAs. Active Directory Security Administrators and
the Metadata Modeler. Once the infrastructure is in place, will
work with Cube Developers and Metadata Modeler to incorporate this
security in cubes as well as packages used for ReportNet
reporting. 2. Modify as necessary 2 Navigation menus and 22
existing reports in EDW for Teachers. Create 10 new EDW for
Teachers reports. 3. Assist with installations/performance tuning
and infrastructure planning on a minimum of 7 servers for EDW for
Teachers. 4. Function as a master developer and provide technical
expertise to the EDW Team in the areas of security and
analytical/reporting solutions. 5. Assist with development of
Scorecards and Dashboards using Cognos 8 software. These
applications will provide additional Indicators for schools. 6.
Additional Tuning of EDW for proficiency purposes. Maximize the
performance of EDW. This will involve working with DBAs, Metadata
Modeler (Framework Manager), Report, Developers, Network Services,
and Cognos Server Administrators. 7. Create additional listing and
summary reports/graphs. Create and assist with creation of 10
additional reports and graphs for production as well as supporting
adhoc requests. 8. Provide weekly customized hands-on training
sessions for fast tracking 5 additional EDW Reports. The
Consultant's knowledge and experiences: Assisted with the
implementation of EDW for Teachers (Pilot) and implemented
security and reports for Teacher Pilot. Expertise in the knowledge
and use of Cognos tools through years of experience with Cognos
product. Demonstrated success in producing data warehouse
solutions Knowledge of local system and data structures.
Demonstrated ability to effectively interact with district staff.
Proven ability to provide stability to the project. Served as the
Cognos Project Manager from Phase I of Data Warehouse to the
present and this will further develop in-house expertise. The
consultant's combination of skills in all areas of the project
(i.e. Database, Reports, Infrastructure, and Security) gives him
the unique ability to interconnect all aspects of the EDW for
Teachers system. This unique combination of skills is not
currently available in the District. Eight years of Cognos
training and consulting, combined with Advanced Cognos 8 Training
(May-2007) will enable the consultant to effect a smooth
transition to the latest Cognos 8 Software. This experience and
training will also be invaluable in Scorecard and Dashboard
planning and development. Approval of this contract increases the
efficiency of the EDW and EDW for Teachers projects in the
following ways: Complete critical Data Administration tasks left
open by JV Tech under contract 0000001118 - for optimizing
performance of EDW database. Reduces Cognos administrative
overhead. Increases the stability of the staffing of the data
warehouse project. Reduces overall cost of contract by using
salary available from vacant developer position. Consultant is
registered and will attend Advanced Cognos 8 Training in May 2007
and this will increase skill set to expedite Cognos 8 conversion.
Diane Conley reviewed the current EDW reports and entertained
questions from Board Members. Dr. Baron summarized the EDW for
teachers pilot; full teacher rollout; SACS CASI; Quality School
System Indicators; Deliverables; Deployment; and Lessons Learned.
Board Members and the Superintendent discussed: learning gains and
information available to teachers regarding learning gains;
transfers; balanced scorecard; consistency; EDW Diamond Report;
assessment center; follow-up assessment; mini benchmark
assessment; and targeted curriculum for supporting the classroom.

teachers on EDW. |

Minutes: The Educational Data Warehouse (EDW) Team has
Cognos licenses for the development and production of EDW reports
for use only by district and school-based administrators and a
small number of teachers. During FY08, access will be provided to
100% of the district's teachers to customized web-based EDW
reports. This roll-out to teachers presents the need for a
district-wide enterprise license and upgraded software.
Specifically, we need to: Purchase a Cognos enterprise license and
upgrade to Cognos 8 at a cost of $347,667. An enterprise solution
will enable the district to run the Cognos software on an
unlimited number of centrally-based servers. This purchase is
necessary for EDW teacher roll-out to all district teachers
beginning FY08. The attached Cognos Order Agreement also lists an
annual charge of $178,034.09 under Support Renewal. The Board
previously approved the recurring annual charge for Support
Renewal and maintenance for Cognos licenses and software;
therefore, Board approval is not being requested a second time.
The Support Renewal will now be a higher annual charge due to the
purchase of the enterprise license and the upgrade to Cognos 8
software. The conversion to an enterprise environment and Cognos 8
is a comprehensive and complex upgrade consisting of installation,
configuration, testing and knowledge transfer; therefore, in the
event the EDW team needs assistance to complete the implementation
on time for the teacher roll-out at the beginning of the upcoming
school year, we are asking for a contingency of $320,000. The
purpose is to enable the EDW team to use Cognos Consulting
Services to expedite the implementation. Note: Zero dollars were
used of the previous EDW requested contingency funds under board
item CC7: Consultant Contract for Cognos Corporation, dated May
17, 2006. One other aspect to the successful implementation of the
teacher roll-out is to streamline the data extraction and data
load processes (Decision Stream) crucial to the performance of
EDW. As a result, the EDW team will require Cognos Consulting
Services in the amount of $384,000. |
